Dangerous Organizations and Individuals

Dangerous Organizations and Individuals

Last Updated: August 1, 2023

Rationale

Nevix is dedicated to creating and maintaining a safe online environment for all its users. In order to prevent and disrupt real-world harm, we prohibit organizations or individuals that proclaim a violent mission or engage in violence from having a presence on Nevix. The behavior we assess includes both online and offline activities, especially those linked to violence. We designate individuals, organizations, and networks under this policy into three tiers based on their level of threat and content enforcement.

Prohibited Content

  1. Tier 1 includes entities that engage in serious offline harms, such as advocating for violence against civilians, repeatedly dehumanizing people based on protected characteristics, or engaging in systematic criminal operations. We remove praise, substantive support, and representation of Tier 1 entities along with their leaders, founders, or prominent members. Content that praises, substantively supports, or represents ideologies promoting hate like Nazism and white supremacy is not allowed.

  2. Tier 2 includes entities that engage in violence against state or military actors but do not generally target civilians, termed as "Violent Non-State Actors". All substantive support and representation of these entities, their leaders, and their prominent members will be removed. Any praise of these groups' violent activities will be removed.

  3. Tier 3 includes entities that repeatedly violate our Hate Speech or Dangerous Organizations policies on or off the platform, or demonstrate a strong intent to engage in offline violence in the near future. These include Militarized Social Movements, Violence-Inducing Conspiracy Networks, and individuals and groups banned for promoting hatred.

In addition to the specific tier-based rules, Nevix also prohibits the following:

  • Content that praises, substantively supports, or represents violent events designated by Nevix, including terrorist attacks, hate events, multiple-victim violence, serial murders, or hate crimes.
  • Content that praises, substantively supports, or represents the perpetrator(s) of such attacks.
  • Content generated by the perpetrator(s) relating to such attacks.
  • Imagery depicting the moment of such attacks on visible victims.

Content Requiring Additional Context

We understand that users might share content referencing dangerous organizations and individuals to report, condemn, or discuss their activities neutrally. Our policies aim to allow room for such discussions while limiting the risk of potential offline harm. We require users to clearly indicate their intent when creating or sharing such content. If the intention is ambiguous, we default to removing the content.

In line with international human rights law, we allow discussions about the human rights of designated individuals or members of dangerous entities, unless the content includes praise, substantive support, or representation of designated entities or other policy violations like incitement to violence.
